LEAK-BEFORE-BREAK EVALUATION OF REACTOR COOLANT SYSTEM PIPING FOR DIABLO CANYON NUCLEAR POWER PLANT, UNIT NO.

1 (TAC NO. H83283)

AND UNIT NO.

2 (TAC NO. H83284)

On March 16, 1992, Pacific Gas and Electric Company requested to eliminate from the design basis the dynamic effects of postulated pipe ruptures in, the reactor coolant loop piping for Diablo Canyon Power Plant, Units 1 and 2.

The request was based on a plant-specific leak-before-break (LBB) analysis as permitted by General Design Criteria 4 (GDC-4) of Appendix A to 10 CFR 50.

Based on our review, we have determined that your LBB analysis of the reactor coolant system piping complies with GDC-4.

In our safety evaluation, which is

enclosed, we conclude that the probability of large pipe breaks occurring in the reactor coolant system piping is sufficiently low that dynamic effects associated with postulated pipe breaks need not be a design basis.

This completes the staff effort on this issue and closes TAC Nos.
