This refers to the routine inspection

conducted

by C. Hyers,

H. Hiller and

P.

Horrill during the period from July 14 through August 24,

1992.

This

inspection

examined your activities

as authorized

by

NRC License

Nos.

DPR-80

and DPR-82.

At the conclusion of the inspection,

the inspectors

discussed

their findings with members of the

PGEE st'aff.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and obse'rvations

by the inspectors.

Based

on the results of this inspection, it appears

that certain of your

activities were not conducted

in full compliance with NRC requirements,

as set

forth in the enclosed

Notice of Violation (Notice).

The violation of NRC requirements

involves

an inadequate test procedure

used

during installation testing of the sixth emergency

diesel

generator

(EDG), in

that the fuel oil system test procedure

did not contain acceptance

criteria

for system

performance

requirements.

During the latter portion of this

inspection period, the inspectors

also identified additional

apparent

weaknesses

in program controls

and quality oversight associated

with the test

program for the

new

EDG.

These

issues

are still being inspected,

and will be

addressed

in our next inspection report.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should

document

the specific actions

taken

and

any additional

actions

you plan to prevent recurrence.

After reviewing your response

to this

Notice, including your proposed corrective actions

and the results of future

inspections,,the

NRC will determine

whether further

NRC enforcement

action is

necessary

to ensure

compliance with NRC regulatory requirements.
