TO STATION BLACKOUT RULE (10 CFR 50.63)
FOR DIABLO CANYON (TAC NOS.
H68537 AND H68538)
The NRC staff's safety evaluation (SE) of your response to the station blackout (SBO) rule, 10 CFR 50.63, was transmitted to you by letter dated January 29, 1992.
The staff SE found your proposed method of coping with an SBO to be incomplete, and listed several recommendations to bring the plant into conformance with the SBO rule.
You responded to the staff SE by letter DCL-92-084, dated April 13, 1992.
The staff has reviewed your responses to the SBO SE for Diablo Canyon and finds the responses to be acceptable as discussed in the enclosed supplemental safety evaluation (Enclosure 1).
This completes our review of station blackout at Diablo Canyon and closes TAC Nos, M68537 and M68538.
You should maintain all documentation in support of your SBO submittals for possible future audit by the NRC. If you have any questions regarding this matter, please contact me
