CLOSEOUT OF GENERIC LETTER 88-17, "LOSS OF DECAY HEAT REMOVAL,"

FOR DIABLO CANYON UNITS 1

AND 2 (TAC NOS.

69740 AND 69741)

Generic Letter (GL) 88-17 addressed the potential for loss of decay heat removal (DHR) during non-power operation.

In GL 88-17, the staff requested (1) a description of your efforts to implement the eight recommended expeditious actions of the GL and (2) a description of the enhancements, specific plans and a schedule for implementation of the six recommended program enhancements.

The Pacific Gas and Electric Company (PG5E) responded to GL 88-17 with regard to Diablo Canyon by letters dated January 6,

1989 and February 6, 1989.

The January 6,

1989 letter described PGSE's expeditious actions, and the February 6,.1989 letter described PGSE's programmed enhancements.

Additionally, PG5E notified the NRC staff by letter dated May 31, 1991 that all programmed enhancements at Diablo Canyon have been implemented.

By letter dated April 26, 1989, the NRC staff approved PGSE's expeditious actions.

The NRC staff has now completed its review of PG5E's programmed enhancements at Diablo Canyon.

We find that your response is generally complete and appears to meet the intent of GL 88-17.

The tabulation in the summary table of your February 6, 1989 letter was helpful to differentiate between completed and planned program enhancements.

The correlation of the operating procedures with pertinent criteria was helpful in determining that specific actions are covered.

A number of your responses indicated that you planned to factor in the results of studies that were at that time being performed by the Westinghouse Owners Group.

Since these were not all completed and incorporated at the time of your submittal we could not determine their effect on the final modifications to the programmed enhancements.

There is no need to respond to this observation.

1989 were interim measures to achieve an immediate reduction in the risk associated with reduced inventory operation, and these are to be supplemented by, and in some cases, replaced by the programmed enhancements.

Your letter of Nay 31, 1991 indicates that all programmed enhancements have been implemented within the schedule required by GL 88-17.

The NRC staff intends to audit the Diablo Canyon programmed enhancement program at some future time.

The effect of the WOG studies on the final modifications made to the programmed enhancements may be covered in the audit of your programmed enhancements.

This completes our review of this issue at this time and closes TAC Numbers 69740 and 69741.
