License Amendment Request 90-10 Revision of Technical Specification 3/4.2.4 Quadrant Power Tilt Ratio Determination with an Inoperable Power Range Channel Gentlemen:
Enclosed is an application for amendment to Facility Operating License Nos.
The enclosed License Amendment Request (LAR) proposes to change Technical Specification (TS) 3/4.2.4, "Quadrant Power Tilt Ratio", to permit determination of Quadrant Power Tilt Ratio (QPTR) by either a full incore flux map or by symmetric flux thimble measurement in the event that a single power range channel becomes inoperable above 75 percent Rated Thermal Power.
The existing DCPP TS permits only the use of the four pairs of symmetric core thimbles in this situation.
The proposed change is requested to avoid an unnecessary reduction in plant load and subsequent adjustment of Nuclear Instrumentation System protection bistables in the event that one or more symmetric flux thimbles is unavailable f'r flux mapping.
The proposed change will also provide consistency between the TS for QPTR and the TS for the Hovable Incore Detector System.
Since the change proposed in this LAR is not required to address an
'mmediate safety concern, PG&E believes that the NRC revi ew and approval of this LAR should be of medium priority.
PG&E requests that the proposed change be made effective immediately following issuance of a license amendment by the NRC.
