This refers to the routine inspection conducted

by Messrs.

P.

P. Narbut and

K.

E. Johnston

during the period of July 22 through September

1, 1990.

Mr. L.

E.

Whitney of the

NRC Office of Nuclear Reactor Regulation also participated in

the inspection during the period.

This inspection

examined your activities

as

authorized

by

NRC License

Nos.

DPR-80 and DPR-82.

At the conclusion of the

inspection,

discussions

of their findings were held with Mr. J.

D. Townsend,

and other members of your staff.

Areas

examined during this inspection

are described in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

No violations of NRC requirements

were identified as

a result of this

inspection.

However, your attention is directed to paragraph

4 of the

enclosed report, which discusses

several

occurrences

where your identification

of problems

was slow, or where given that a problem was

known to your

organization,

the efforts to address

known deficiencies

were either lacking in

scope

or lacking appropriate coordination.

Examples

include not adequately

dealing with numerous past weld failures apparently

caused

by the operation of

the positive displacement

charging

pumps,

and the failure of a reactor coolant

pump motor heater,

which could have

been avoided based

on the information

available to your staff.

Although none of 'the instances

discussed

in the

enclosed report resulted in a significant safety problem,

we are concerned in

that similar issues

were identifsed in inspection reports 50-275/90-13

and

50-275/90-08.

We intend to discuss this area with you during a future

management

meeting.

In accordance

with 10 CFR 2.790 (a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
