EMERGENCY PREPAREDNESS EXERCISE OBJECTIVES AND SCENARIO This letter refers to your letters of July 2, 3, and 5, 1990.
Respectively,'hese letters requested confirmation of the exercise date and transmitted the exercise objectives, guidelines and participants, and scenario manual.
The Region V Inter-Utility Operational Committee on Emergency Preparedness formally transmitted the 1990 annual exercise schedule to us on January 9,
1990.
The date of your exercise has not changed since that schedule was submittedq therefore, the October 3, 1990, date is acceptable to us.
We reviewed the exercise objectives, guidelines, and scenario manual that you transmitted with the above mentioned letters.
Ms. Gail Good, of my staff, discussed the results of our review with Messrs.
Peter
- Beckham, Jim Neale, Ed Waage, and Paul Gangwisch, during telephone conversations held on August 22 and 23, 1990.
It is my understanding that the discussions included a few specific examples of player messages that appeared to contain more information than was necessary, some areas where the controller and evaluator instructions could be enhanced, and several clarifying issues that were editorial, in nature.
We contacted the Federal Emergency Management Agency (FEMA), Region IX, during our review to determine whether the scenari'o was adequate to permit FEMA to evaluate corrective actions taken in response to the proposed deficiency identified during the 1989 biennial, fullscale exercise.
Mr.
Dominguez, from FEMA Region IX, indicated that the scenario would prompt the appropriate level of response from the offsite authorities.
