Thank you for your letter dated January 2, 1990, in response
to our Notice of
Violation and Inspection Report Nos. 50-275/89-23
and 50-323/89-23,
dated
December
1, 1989, informing us of the steps
you have taken to correct the
items
we brought to your attention.
Our review of your response
to the Notice of Violation regarding
excess
overtime usage without appropriate
management
approvals,
and
a licensee
event
report
(LER 1-89-17) dated January ll, 1990
on the
same subject,
raised
a
number of questions
that requi re additional information for us to complete our
evaluation.
Your response
stated that the violation occurred "...because
of. the lack of
specific guidance in administrative
procedures
on the applicability and
implementation of the
TS overtime restriction."
Our cover letter to the
inspection report,
and our continuing evaluation
on the subject,
indicate that
inadequate
management
oversite
was potentially a major causal
factor to the
violation.
Your response
to the violation does not appear to specifically
address
this concern
and the
LER limits concern regarding
management
oversite
to a maintenance
foreman.
Please
provide your evaluation of the effectiveness
of your management
oversite in this regard.
Additionally, corrective actions
planned
were limited to a memo, instructions
to department
supervisors
and time clerks,
and
a procedure revision.
Please
provide your assessment
as to the need for additional training, verification,
or other corrective action efforts.
In order to support our continuing review,
we request that you respond
to the
questions within 30 days of the date of this letter.
The response
requested
by this letter is not subject to the clearance
procedures
of the Office of
Management
and Budget as required by the Paperwork
Reduction Act of 1980,

Your corrective actions for the Notice of Violation will be verified in a
future inspection.
Finally, your continued cooperation with us is
appreciated.
