NRC Inspection
This refers to the inspection
conducted
by Mr. L. F. Miller, Jr. of this
office on November 20-22,
1989 of activities authorized
by
NRC Operating
Licenses
DPR-80 and 82,
and to the discussion of the findings of the
inspection
held with Mr. J.
Townsend
and other members of his staff at the
conclusion of the inspection.
This was
a special,
announced
inspection to review how Pacific
Gas
and
Electric had staffed the Shift Supervisor position at Diablo Canyon Units
1
and 2.
In particular,
the apparent
assignment
of an unlicensed
person
to this
position from September
1,
1988 to January 6,
1989
was reviewed.
'Within this
area,
the inspection consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel
and observations
by the
inspector.
The inspection
determined that
PGImE had apparently
not assigned
a senior licensed
person to be onsite at all times in overall plant control, from initial
licensing in April 1985 until the continuous
manning of the Shift Supervisor
position in January
1988.
(However, it is recognized that the required total
numbers of licensed
operators
and senior operators
were stationed at all times.)
The inspection
determined further that the position of Shift Supervisor,
formally created
in October
1987 at Diablo Canyon,
had authority to direct
licensed operators
on shift, and, therefore,
apparently
should
have
been
a
senior licensed position.
Finally, the inspection
concluded that from
September
1,
1988 to January
6,
1989,
an improper exception to your manning
practices
was
made to permit
an unlicensed
person
to assume
the senior licensed
responsibility of the Shift Supervisor.
Enforcement action associated
with the findings of this inspection will be
the subject of separate
correspondence.
An enforcement
conference
to review
this occurrence
and any additional'nformation or explanation
which you can
provide is scheduled
for December
19,
1989 at 9:00 a.m.
in the Region
V offices.
