Requalification Program Evaluation and Examinations During the period of Nay 15, 1989 through June 2, 1989 the NRC conducted an evaluation of the Diablo Canyon Operator Requalification Program.

The evaluation was based on written and operating examinations administered in accordance with NUREG-1021, ES-601, Revision 5, "Administration of NRC Requalification Program Evaluations."

The purpose of the evaluation was to

( 1) determine the effectiveness of the Diablo Canyon Licensed Operator Requalification

Program, and (2) to evaluate individual operators for renewal of their six year term licenses.

Details and findings of the evaluation are contained in the Examination Report, which is Enclosure 1 of this letter.

As noted in ES-601, the program may be evaluated only as Satisfactory or Unsatisfactory.

Based on the NRC evaluation, as conducted in accordance with ES-601, the Diablo Canyon Licensed Operator Requalification Program is satisfactory.

Thirty-four of the thirty-six operators examined will be eligible for renewal of their six year term licenses.

We understand that the two individuals identified by the NRC who failed portions of their examinations were removed from licensed duties, remediated in the areas of weakness before returning to licensed duties consistent with the approved requalification program.

The NRC will arrange to readminister requalification examinations for the two individuals who failed when the next scheduled visit for replacement examinations occurs (currently February, 1990).

One of the nine crews observed during the simulator portion of the examination was deemed as unsatisfactory by the facility and NRC evaluation teams.

We understand that the crew judged unsatisfactory was given remedial training and evaluated prior to being returned to shift as substantially the same crew.

One Senior Reactor Operator was evaluated as unsatisfactory during the simulator examination by the facility and NRC evaluation teams.

All of the remaining personnel were evaluated as satisfactory (thirty-five operators) during the simulator examinations.

August 9, 1989 All of the thirty-six operators were evaluated as satisfactory during the Job Performance Measure walk through portion by the facility and the NRC evaluation teams.

One operator failed the written examination.

The remaining thirty-five operators passed the written examination.

It is a requirement of 10 CFR 55.57(b)(2)(iv) that all applicants for license renewal must pass an NRC administered written and operating test during the term of a six year license prior to the renewal of the operating license.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and enclosure 1, Examination Report, will be placed in the NRC Public Document Room.
