PACIFIC GAS AND ELECTRIC COMPANY DIABLO CANYON POMER PLANT UPDATED OFFSITE DOSE CALCULATION MANUAL (ODCH)
ENCLOSURE By letter. dated March 1, 1989, Pacific Gas and Electric Company (licensee) submitted the Semiannual Radioactive Effluent Release Report for Diablo Canyon covering the period from July 1, 1988 through December,31, 1988.
As Attachments 2 and 3 to this report, the licensee submitted updated copies respectively of Revision 4 to the Diablo Canyon Environmental Radiological Monitoring Procedure (ERHP) and Revision 7 to the Diablo Canyon Offsite Dose Calculation Procedure (ODCP) as required by Diablo Canyon TS 6.14.2.
The combination of these two documents would comprise the "Offsite Dose Calculation Manual (ODCM)" referred to in Generic Letter 89-01 dated January 31, 1989.
Our survey of the original copy of these Attachments 2 and 3 submitted by the licensee to the NRC Document Control Desk shows that a number of pages are illegible.
In particular several of the figures and some of the equations are unreadable.
Page 20 of 20 of the ERMP was missing.
The importance of the ODCH as a stand-alone document of licensee commitments for radiological effluents and environmental monitoring has been emphasized by the publication of Generic Letter 89-01.
This Generic Letter dated January 31, 1989, established the mchanism for transferring the procedural details of a licensee's Radiological Effluent Technical Specifications (RETS)
to the ODCM in fulfillment of the Gomission's Policy Statement on Technical Specifications Improvements.
In view of this development it is essential that
~corn iete, ~le ib1e copies of a iicensee's current ODCH be available within the NRC and in the Public Document Room.
s Therefore it is requested that within two seeks of receipt of this RAI the licensee provide to the NRG Document Control Desk for copying and distribution a complete, legible copy of the current Diablo Canyon ODCH presently in use at the plant.
This ODCH would consist of the current Diablo Canyon ODGP and ERHP.
defined by TS 6.14 in one volume.
Since the remaining pages of the Semiannual Report are of acceptable legibility, there is no need to resubmit the entire report.
This request is for the current Diablo Canyon ODCH only.
