64901 By letter. dated March 13,.1987, Pacific Gas and Electric Company (PGSE) proposed that the Diablo Canyon Units 1 and 2 combined technical specifications be modified to allow continued power operation with the reactor vessel level indication system (RVLIS) inoperable.
The NRC staff has reviewed this proposal and finds it unacceptable.
The existing RVLIS technical specifications meet the guidelines of the current Westinghouse standard technical specifications (STS). If the proposed change were granted, the RVLIS operability requirements would revert to those that were in place du>i'ng the first cycle of operation.
When the Diablo Canyon Technical Specifications were originally issued, the staff considered this issue and made the finding that relaxation of the STS requirements was appropriate only for the first cycle.
The staff sees no reason to modify this finding at this time.
Based on the above, PGSE's request of March 13, 1987 is denied.
The staff plans no further review of this submittal.
This completes staff efforts under TAC Nos.
64901 and 64902.
