By letter dated February 28, 1989, Pacific Gas and Electric Company (PGIIE) submitted License Amendment Request (LAR) 89-01, which requested changes to Section 6.0 of the combined Technical Specifications (TS) for Diablo Canyon, Units 1 and 2.

The NRC staff has completed its initial review of this request and finds that some of the proposed changes are not acceptable without modifications.

The staff position regarding the unacceptable areas is described in Enclosure l.

The staff review of LAR 89-01 will not proceed until PGIIE submits a revised amendment request that addresses the items in Enclosure 1.

ENCLOSURE I STAFF. POSITIONS ON LAR 89-01 1.

Revised TS Section 6.5.1, "TECHNICAL REVIEW AND CONTROL," does not-define the qualification requirements that must be met in order for a reviewing individual to be considered "qualified."

These qualification requirements should be included in the proposed TS.

Revised TS Section 6.5.2.5, "QUORUM," should state that a quorum consists of a majority (more than half) of the members of the Plant Staff Review Committee.

As proposed, this TS would define a quorum as five, which could be less than a majority if the PSRC consists of more than nine members, as would be permitted by 'revised TS Section 6.5.2.2.

Revised TS Section 6.5.2.6.b is a deviation from the current Standard Technical Specifications.

The proposed change is not acceptable without defining who would review the proposed tests and experiments that would not receive PSRC review under the revised TS.
