CLOSEOUT OF GENERIC LETTER 85-12, "IMPLEMENTATION OF TMI ACTION ITEM II.K.3.5, AUTOMATIC TRIP OF REACTOR'COOLANT PUMPS" (TAC NOS.

60901 AND 68048, MULTIPLANT ACTION G-01)

On June 28, 1985, Generic Letter (GL) 85-12 was issued to all applicants and licensees with Westinghouse-designed nuclear steam supply systems.

This letter generically approved the Westinghouse Owner's Group (WOG)'eactor coolant pump (RCP) trip criteria that had been submitted by" the WOG in response to Generic Letter 83-10c and d.

GL 85-12 also provided guidance concerning implementation of the approved RCP trip criteria.

Specifically,Section IV of the generic safety evaluation included in GL 85-12 requested that applicants and licensees provide plant-specific RCP trip criteria to supplement the information previously submitted under the WOG generic program.

On this basis, the NRC staff concludes that the RCP trip issue in TMI Action Plan Item II.K.3.5 has been satisfactorily resolved for Diablo Canyon Units 1

and 2.

With this letter, the staff concludes its efforts on Generic Letter 85-12, Multiplant Action G-01, TMI Action Plan Item II.K.3.5, and TAC NOS.

By letters dated August 26 and December 24, 1985, you responded to Generic Letter 85-12.

Based on its initial review of these submittals the NRC staff issued a preliminary evaluation transmitted to you by [[letter::05000275/LER-1986-010, :on 860829,reactor Trip & Subsequent Turbine Trip Occurred Due to Reactor Trip Breaker Inadvertently Opening During Testing.Caused by Loose Termination on Coil of Undervoltage Shunt Trip Relay|letter dated November 25, 1986]].

As a result of subsequent review of plant-specific information for Diablo Canyon and other plants, the staff has concluded that the WOG methodologies have significantly improved reactor safety, and the staff has no major safety-significant concerns about the plant-specific information.
