SAFETY EVALUATION OF THE DIABLO CANYON UNITS 1
AND 2 TEN-YEAR INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES (TAC NOS.
59816 AND 68039)
The purpose of this letter is to forward the NRC staff's Safety Evaluation Report (SER) on the Diablo Canyon 1 and 2 inservice testing
( IST) program for pumps and valves.
The IST program addressed in the SER covers the first ten-year interval for each unit.
These are May 7, 1985 to May 7, 1995 for Diablo Canyon Unit 1 and March 13, 1986 to March 13, 1996 for Diablo Canyon Unit 2.
The SER covers the Unit 1 IST program through Revision 6, submitted on November 2, 1987, and the Unit 2 IST program through Revision 3, submitted on November 23, 1987.
Paragraph 50.55a(g) of Title 10 of the Code of Federal'egulations requires that certain Class 1, 2, and 3 pumps and valves in water-cooled nuclear reactor facilities meet the inservice testing requirements, stated in'Section XI of the ASME Boiler and Pressure Vessel Code.
Specifically, these requirements are given in Section XI, Subsection IWP, ~"Inservice Testing,.of Pumps in Nuclear Power Plants,"
and Subsection IWV,."Inservice Testing 'of",
Valves in Nuclear Power Plants."
Each facility is required to establish a
program for the inservice testing of pumps and,valves which is updated every ten years to meet the requirements in the latest approved'edition, and, addenda to Section XI of the ASME Code.
The program is submitted to the NRC staff for review and approval.
The staff review assures that (l)>the program's, based on the applicable Code edition and addenda, (2) the program covers testing of all appropriate pumps and valves, and (3) the requests'for relief meet the requirements of 10 CFR 50.55a(g).
The NRC staff, with technical assistance from EGSG Idaho Inc.
(EG8G),
has reviewed and evaluated the IST program and requests for relief submitted for Diablo Canyon Units 1 and 2.
The staff adopts the evaluations and conclusions contained in the Technical Evaluation Report (TER) prepared by EG&G.

- 1) incorporates the TER and its findings.
As is discussed in detail in the SER and the TER the NRC staff hereby grants relief from certain testing requirements where (1j proposed alternative testing provides an acceptable level of quality and safety, (2) compliance would result in hardships or unusual difficulties without a compensating increase in the level of quality and safety, or (3) compliance is impractical at Diablo Canyon.
The staff has determined that the Diablo Canyon IST program is acceptable for implementation provided the omissions and inconsistencies identified in the SER and in Appendix C of the TER are addressed within three months of the date of issuance of this letter.
)lith this approval, yo'u are required to comply with the IST program defined in the above referenced letters in accordance with the relief granted in the enclosed SER.
Program'hanges that involve additional relief requests or changes to relief requests should be submitted for staff review but may not be implemented prior to review and approval by the NRC.
Program changes that involve additions or deletions of components from the IST program should be described to the NRC prior to their implementation.
However, prior NRC review and approval for such changes is not required, provided that the changes are not in conflict with the requirements of the ASNE Code.
Your ability,to perform functional testing of valves 8948A, 8948B, 8948C, 8948D and 8818A, 8818B, 8818C,'818D is doubtful because of design constraints. -.As described by EG8G in a notegram (Enclosure 2), an NRC inspection wi 11-verify that;the. valves. are being tested in an acceptable manner; '.,
