This refers to the routine inspection
conducted
by Mr.
C.
A. Clark of this
office on August 29 through September
9, 1988, of activities authorized
by
NRC
License
Nos.
and to the discussions
of our findings held by
Mr. Clark with members of your staff at the conclusion of the inspection.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspector.
Based
on the results of this inspection, it appears
that one of your
activities deviated
from a commitment
made to the
NRC,
as set forth in the
Notice of Deviation, enclosed
herewith
as Appendix A.
Please
respond to this
notice
as requested
in the Appendix.
The deviation identified in this report concerns your failure to complete
a
corrective action for a previous violation by the date stated in your written
reply to the Notice of Violation.
Additionally, our review of your actions
on other outstanding
inspection
issues
found your action item tracking
system to be often ineffective in ensuring the complete
and timely follow-up
of open issues.
Your response
to the Notice of Deviation should include your
assessment
of this perceived
problem and action you conclude
necessary
to
improve in this area.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosures
will be placed in the
NRC Public Document
Room.
The response
requested
by this letter and the accompanying
notice is not
subject to the clearance
procedures
of the Office of Management
and Budget

required
