SUBJECT:

NRC BULLETIN NO. 88-09, "THIMBLE TUBE THINNING IN WESTINGHOUSE REACTORS" By letter dated August 26, 1988, Pacific Gas and Electric Company (PGIIE) requested schedular relief for Diablo Canyon Nuclear Power Plant, Unit 2, from the development and implementation of an inspection program to monitor thimble tube performance, prior to restart from its 1988 Cycle 2 refueling outage which is scheduled to begin in mid-September.

NRC Bulletin 88-09, "Thimble Tube Thinning in Westinghouse Reactors" dated July 26, 1988, required that such programs be developed and implemented prior to restart from the next cold shutdown outage of sufficient duration to allow the inspection.

PGIIE indicated that effective implementation of such an inspection program for Diablo Canyon Unit 2 would not be likely since insufficient time exists for the development of the program.

PGImE requested they be allowed to implement the inspection program for Diablo Canyon Unit 2 following the Cycle 2 refueling outage.

Based upon the low probability that a significant leak will develop over the next cycle, and the fact that the rate of makeup of reactor coolant by the charging system would exceed the rate of loss of reactor coolant resulting from a postulated failed thimble tube, we conclude that the delay in implemen-tation of an inspection program as requested by NRCB 88-09, until prior to startup from the Cycle 3 refueling outage will not be inimical to the health and safety of the public.

Your request is, therefore, approved.
