RESPONSE

TO IEB 85-03 Pacific Gas and Electric Company's letters of May 13, September 2, and November 26,

1986, and March 3, July 2, and September 14, 1987, pertaining to Diablo Canyon Units 1 and 2, contained their response to IEB 85-03, "Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings."

The review of the responses indicates the need for additional information before the program to assure valve operability can be approved.

The specific information necessary for the completion of our review is enclosed.

D. Shiffer, Vice President, Nuclear Power Generation The information provided in your response to Action Item e of IE Bulletin 85-03 was found to be deficient in some areas.

Provide the additional information necessary to resolve the following comments and questions:

1.

Has water hammer due to valve closure been considered in the determination of pressure differentials?

If not, explain.

2. Unl'isted MOVs FCV-436 and FCV-437 are shown normally closed in suction lines from the essential service water system to the AFW pumps, in the lower left corner of Drawing 102003, Revision 31.

Similar valves HV 30 and HV 33 are identified on Page 27 of the WOG Report of March 1986.

Revise the response of 09-02-86 to include these

valves, or justify their exclusion.

As required by Action Item a of the bulletin, assume inadvertent equipment operations.

3.

The proposed program for action items b,

c and d of the bulletin is incomplete.

Provide the following details. as a

minimum:

(a) commitment t'o a training program for setting switches and maintaining valve operators, (b) commitment to justify continued operation of a valve determined to be inoperable, and (c) consideration of applicable industry recommendations in the preparation of procedures to ensure maintenance of switch settings.
