This inspection

examined your activities

as authorized

by

NRC License

Nos

DPR-80 and

DPR-82.

At the conclusion of the inspection,

discussions

of

their findings were held with Mr. J.

D. Townsend,

and other members of your

staff.

Areas

examined during this inspection are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel',

and observations

by the inspectors.

Based

on the results of this inspection, it appears

that one of your

activities

was not conducted

in full compliance with NRC requirements,

as set

forth in the Notice of Violation, enclosed

herewith as Appendix A.

Your

response

to this notice is to be submitted in accordance

with the provisions

of 10 CFR 2.201

as stated

in Appendix A, Notice of Violation.

In addition, three

areas of concern

were identified in this report and

discussed

in the exit meeting for assessment

by plant management.

First,,the

described

January

8, 1988, reactor trip represents

another

example of failure

to provide

a thorough

and in-depth assessment

of a first-of-a-kind operation,

and obtain higher level supervision or management

guidance

before proceeding

in the face of uncertainty.

Secondly,

several

examples

of inadequate

configuration controls are provided,

suggesting

the

need for improvements

in

the configuration control

system at Diablo Canyon.

Thirdly, documented

recent

examples of inadequate

root cause

analysis

and untimely corrective actions

indicate plant management

must take additional

steps

to assure

an atmosphere

whereby your staff members insist upon

a thorough explanation

and in-depth

understanding

of plant problems in a. timely manner.

Further management

attention to address

these

issues

and implement

and enhance

the corrective

actions described

in your June

15,

1987, letter to the

NRC appears

to be

warranted.

In accordance

with 10 CFR 2.790 (a),

a copy of this letter and the enclosures

will be placed in the

NRC Public Document

Room.
