conducted

J. L. Crews,

A. D. Johnson

P. Correia during the period of February

19

through 26,

1987.

This inspection

examined your activities

as authorized

by

NRC License

Nos.

DPR-80

and DPR-82.

At the conclusion of the inspection,

discussions

of their findings were held with Mr. J.

M. Gisclon,

and other

members of your staff.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Based

on the results of this inspection, it appears

that

one of your

activities

was not conducted

in full compliance with NRC requirements,

as set

forth in the Notice of Violation, enclosed

herewith

as Appendix A.

Your

response

to this notice is to be submitted in accordance

with the provisions

of 10 CFR 2.201

as stated in Appendix A, Notice of Violation.

The violation identifi'ed in the enclosed

notice resulted

from a concern

brought to our inspectors'ttention

during the course of the current

inspection.

In pursuing the concern

brought to their attention our inspectors

concluded that ineffective communication

between

the

gC and Maintenance

departments

was

a significant factor contributing to the delay of

approximately

a year in resolving the

gC department's'oncern

in this

instance.

In your response

to the enclosed

notice you should discuss

the

significance of the circumstances

surrounding this violation, and the apparent

excessive

delays that have occurred in resolving adverse quality findings in

this instance

as well as similar instances

discussed

in Section

5.C of the

enclosed

inspection report.

The enclosed

inspection report also includes

the observation

by our inspectors

of a need

on the part of PG&E management

at all levels to increase their

sensitivity to circumstances

which may suggest

the lack, or lessening,

of

appropriate

support for the quality organizations

associated

with the Diablo

Canyon plant.

In your response

to this letter, please

discuss

the steps

you

are taking, or plan to take, in this regard.

Your response

should describe

how you intend to seek out the root causes

for such circumstances

at all

levels of management,

and,

having

done so,

how you expect to improve the

performance of management

in acting in a timely and appropriately aggressive

way to correct those conditions.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosures

will be placed in the

NRC Public Document

Room.

The responses

directed

by this letter are not subject to the clearance

procedures

of the Office of Management

and Budget

as required

by the Paperwork

Reduction Act of 1980,
