This inspection

examined your activities

as authorized

by

NRC

License

Nos.

DPR-80

and DPR-82.

At the conclusion of the inspection,

discussions

of their findings were held with kr.

R.

C. Thornberry,

and other

members of your staff.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

This inspection report identifies

two examples of instances

where informal or

second

hand communicatiors

adversely affected quality of'ork or operations.

Specifically,

1) miscommunications

between

maintenance

engineering

and

maintenance

mechanics

resul.ted

in an inaccurate quality evaluation for Unit

1

auxiliary saltwater valve 1-FCV-602,

and 2) miscommunications

between

a shift

foreman

and

a control operator resulted in

a Unit 2 reactor trip when turbine

roll-up was

begun while the shift foreman

and other operators

were involved in

a shift briefing.

Previous

examples of adverse

miscommunications

affects

include operations

placing the control

rods in automatic control while ISC

technicians

had automatic control in a test condition (Inspection

Report

Nos. 50-275/87-04

and 50-323/87-04)

and erroneous

corrective actions listed in

the nonconformance

report issued for the containment air lock door incident

(Inspection

Report Nos. 50-275/86-29

and 50-323/86-27).'ccordingly,

we

request that you provide

a written response

describing appropriate

actions

to prevent the repetition of further instances

of informal or second

hand

comounications

in order to preclude additional

adverse affects

on plant

operations

or the quality of work performed at Diablo Canyon.

No violations of NRC requirements

were identified within the scope of this

inspection.

In accordance

with 10 CFR 2.790 (a),

a copy of this letter and the enclosures

will be placed in the

NRC Public Document

Room.
