This re ers to the management
meeting held with Mr. Maneatis, yourself and
members of your staff at the Diablo Canyon Site
on March 6, 1987.
A number of
topics were discussed
in the meeting,
as
summarized
in the enclosed
inspection
report, that indicate
a possible trend towards
decreased
performance.
These
issues
include root cause analysis,
the number of reactor trips related to the
level control system, sensitivity to seismic issues,
and
a
difficult restart of Unit 1.
We encourage
you to examine closely and place
priority on the programs initiated by your staff to ensure
a continued high
per;ormance
level.
Also, you should take advantage
of programs initiated by
other licensees
that have resulted in improved performance,
e.g.,
control
and event recovery programs.
In addition, with regards
to your program to increase
the sensitivity of
plant personnel
to assuring that seismic qualification of plant systems
and components
are not compromised
by improper transient material
storage
or by a fa,i lure of plant personnel
to return equipment to the as-qualified
condition following maintenance,
please
provide
a letter describing
the
specific actions
taken or planned to improve that situation.
This issue
was
identified in
NRC Inspection Report Nos. 50-275/87-10
and 50-323/87-09.
