- MMendonca FULL-POWER TECHNICAL SPECIFICATIONS Enclosed is the final draft of the combined Technical Specifications for Diablo Canyon Units I and 2 full-power operation.
We request that you review the draft document with respect to both Units and submit, in a timely manner to support the issuance of a Unit 2 full-power license, a certification under oath and affirmation that, to the best of your knowledge, the enclosed draft accurately reflects the Diablo Canyon FSAR, the Staff SER and Supplements, and the as-built configuration of Diablo Canyon Unit 1 and Unit 2.
In addition, we request that you describe in your response in some detail the process and resources used to accomplish this review.
This certification is necessary because several changes have been made since the Technical Specifications, as certified by you, were incorporated on April 26, 1985, in the low-power license for Diablo Canyon Unit 2.
The changes to the specifications are the result of your recent license amendment requests and NRC staff considerations regarding full-power operation.
In addition, the specifications have been revised as combined Technical Specifications for Units I and 2.
The appropriate Notice of Consideration for Unit I was issued on June 14, 1985.
As you are aware, we intend to issue an amendment to the Diablo Canyon Unit I License DPR-80 which will implement, at the time of issuance of the Unit 2 full-power license, the combined Technical Specifications also for Unit I.
