GENERIC LETTER 83-28 The staff is continuing its review and evaluation of the PGImE responses to Generic Letter 83-28, Implementations of Salem ATWS Event, including the schedule in your letter of November 7, 1983.

Based on our review as of.

this date we have identified the need for additional information as listed in the enclosure.

We request that you review and update your schedule of>>

November 7, 1983, in accordance with the schedule for the items in the enclosure and provide us with your updated status and schedule for all items in Generic Letter 83-28 for Unit 1 and Unit 2, as applicable, by January 24, 1985.

As is our current practice, we will include the schedule for Unit 2 as a

license condition for Unit 2, based on your forthcoming response.

We also request that you provide the information identified in the'nclosure within 90 days for Unit 1, as applicable.

Item 1. 1 requests specific details concerning a post-trip. review program.

The PG&E response of February 1,

1984 only references a procedure.

PG&E needs to provide a description of thh program in response to Items l.l. 1, 1. 1.2, 1.1.3,

1. 1.4,
1. 1.5, 1 1'.6, and also provide a copy of the procedures in response to Item 1; 1.7.

Since the staff considers Item l.;1,to be one of the higher priority items in Generic Letter 83-28, which was issued in July 1983, the description and procedures should be provided prior to initial criticality for Unit 2, and within 90 days for Unit l.

Item 2. 1 requests confirmation that all components whose function is required to trip the reactor are identified as safety-related.

Item

2. 1 also requests a

summary report describing the vendor interface program for the reactor trip system components.

The PG&E response of November 7,

1983, commits to completing the program by June 1985 for Unit 1

and June 1986 for Unit 2, and it commits to submitting a report detailing the required information by August 1985 for Unit 1 and August 1986 for Unit 2.

The staff considers Item 2. 1 to be one of the higher priority items in Generic Letter 83-28, which was issued in July 1983.

Therefore, PG&E should submit a description of the program and implement it prior to izitial criticality for Unit 2, and within 90 days for Unit l.

Item 2.2. 1 requests a description of the equipment classification program for all safety-related components.

The PG&E response of November 7, 1983, commits to completing this program by September, 1985, but the letter does not specify a submittal date.

PG&E should submit a description of the program prior to startup from the first refueling outage for Uriit 1 and Unit 2.

For Item 3. 1, PG&E needs to state when the procedures for post-maintenance testing of the reactor trip system components will be reviewed and approved.

According to the PG&E response of November 7, 1983,'a statement confirming implementation of this item will be made by January, 1986.

The staff considers Item 3. 1 to be one of the

. higher priority items in Generic Letter 83-28, which was issued in

July, 1983, Therefore, PG&E should confirm implementation of this item prior to initial criticality for Unit 2.

Your response of January 2,

1985 to this Item for Unit 1 is currently under staff review.

Items 4.2. 1 and 4.2.2 (higher priority items in Generic Letter 83-28) request specific details regarding preventative maintenance, surveillance, and trending of parameters program for reactor trip breakers.

The PGSE response of November 7, 1983, references a procedure for periodic maintenance and a completion date of December, 1983 for a parameter trending program, without any further detail.

PGSE should provide details (what is lubricated, what is inspected, how often, what parameters are trended, with what frequency, etc.) prior to initial criticality for Unit 2, and within 90 days for Unit 1.

For Item 4.5. 1, PGSE needs to state that on-line functional testing of the reactor trip system, including independent testing of the under-voltage and shunt trip f'eatures, is being performed.

.The PGSE response of November 7,

1983, commits to submitting a statement by
July, 1984, regarding completion of this item.

PGSE submitted a

followup response to this item on June 27, 1984.

However, the followup response addresses functional testing of the undervoltage and shunt trip

features, not the on-line functional testing as indicated in the November 7, 1983, response.

PGSE should submit a statement confirming on-line functional testing for Item 4.5. 1 prior to startup from the first refueling outage for Unit 1 and Unit 2.
