Docket 50-323 ~

Pacific Gas and Electric Company (PGSE)

HSchierling, NRR Dfablo Canyon Unit 2 SAFETY EVALUATION REPORTS APPLICATION DATED AUGUST 27'984 RE REVISED POSSESSION LIMIT AND STORAGE CONDITIONS FOR NEUTRON SOURCES Back round On October 15, 1976, PGSE was authorized to receive and store 0.25 curies of californium as encapsulated neutron sources.

In the subject application, PGSE requests authorization to increase the possession limit to 1 curie and to store the sources in locations other than shielded shipping containers.

Discussf on PGAE fs requesting the amendment to receive new californium neutron sources for Unit 2 and place the sources in appropriate shielded storage locations.

The change would also permit receipt and storage of unirradiated depleted sources from Unit I.

After the new Unit 2 sources are removed from the shipping containers, the containers would be used to ship the Unit 1 sources.

The neutron sources will be received and stored in the Unit 2 fuel handling building which is maintained as a controlled access area.

The radiation protection program which was approved when the license was issued should be sufficient to protect workers who are involved fn receipt and storage of the larger sources.

The Nuclear Regulatory Commission Resident Inspector was contacted on September 10,

1984, and had no objection to the issuance of the requested license amendment.

Conclusion/Recommendatfon

.The increased possession limit for californium neutron sources should have no adverse effects on public health and safety or the environment.

Issuance of the license amendment fs recommended.:
