EXN'lI NATIONS The results of the operator licensing examinatons taken by your candidates show an unusually high failure rate.

The failure percentage of your candidates who took the reactor operator and senior reactor operator examinations was 36.4 percent and 43.4 percent, respectively.

We urge you to review the areas in which your operator licensing candidates were found to be deficient in order to enhance our mutual objective of improved operator expertise.

We note that certain individuals who successfully passed the above cited examinations were either members of plant management and or the training department.

As you may know, we do not permit the routine use of management or training personnel as plant operators since this wou'Id result in the dilution of management duties and of the training program of planned additional licensed operators.

Letters of denial, which will detail individual operator deficiencies, are being prepared by our Operator Licensing Branch and will be forwarded to you in the very near future.

The Operator Licensing Branch is available to assist you on this matter.
