Enclosed is a memorandum from the Federal Management Agency (FEMA) to the NRC dated September 12, 1984 which transmits a corrective action schedule and update

, report on the subject.

FEMA has concluded that an adequate level of offsite emergency preparedness exists to assure the protection of the health and safety of the public in the event of a radiological emergency at the Diablo Canyon Nuclear Power Plant.

We request that you review the enclosed FEMA report and continue to coordinate your planning efforts with State and local government authorities to ensure that the weaknesses in offsite preparedness identified by FEMA are corrected in a timely manner.
