EJordan NGrace By NRC letter dated May 15, 1984 from Mr. G. Knighton to Mr. J. Schuyler, we requested that you include a Loss of Offsite Power Coincident with Turbine Trip Test (LOSP) in the Diablo Canyon Startup Test Program or provide justifi-cation for not doing so.

In your letter of June 8, 1984 you state that the test is not warranted because preoperational tests were conducted in 1975, hot functional tests were conducted in 1976, and special low power tests were recently completed.

We have reviewed your June 8, 1984 submittal and conclude that the LOSP test may be omitted for Diablo Canyon Unit 1 based on the test objectives having been fulfilled by preoperational, hot functional, and low power testing.

This is based on the observation that a natural circulation test was conducted partially fulfillingthe LOSP objectives.

In addition, the remainder of the LOSP test objectives have been fulfilled by the unit trip coincident with loss of offsite power preoperational test and safety injection with simulated loss of offsite power hot functional test, both of which verified the ability of the diesel generator to pick up the required Engineered Safety Features Equipment.

However, the LOSP test should be performed on Unit 2 if similar preoperational and special low power testing is not to be conducted on that unit.
