Diablo Canyon Component Cooling Hater System (CCHS)
PG&E committed to provide the NRC staff the following information by July 1, 1983.
1.
The information needed by the staff in the enclosure to assure that the temperature monitoring equipment and procedures will reflect on accurate measurement of the intake temperature.
- 2. If it is necessary to valve in the second (normally isolated)
CCH heat exchanger, confirm that proper CCHS operation is provided with two heat exchangers in operation.
3.
Affirm that a 64'F ocean temperature will not effect any of the results of the accident analyses previously approved with an assumed FSAR value of 70'F maximum ocean water intake temperature.
This letter is a follow-up of two telephone conversations between PG&E and the NRC on the Diablo Canyon CCHS.
In the first telephone call on June 9, 1983, the NRC staff gave PG&E several options for resolving the issue of the appropriate intake temperature to be used in the CCHS post accident heat removal analysis for assuring acceptable equipment operation.
In the second telephone call on June 10, 1983, the staff and PG&E dis-cussed a proposed technical specification which would require valving in the second (nvemally isolated)
CCH heat exchanger (and/or) derating the plant if temperatures in the intake cove should exceed 64'F for a specified time period, as well as other alternatives.
This would also require PG&E to propose a satisfactory program for monitoring the intake cove temperature.

Provide a request for an amendment to the license and provide a proposed change to the technical specification stipulating 4hat action would be taken if the ocean water intake temperature exceeds 64'F.
This should include appropriate surveillance, limiting.
conditions for operation, action statement and a basis for the technical specification.
It is understood that PGBE staff will submit a draft prior to the'July 1, 1983 submittal and will work with the staff to assure a satisfactory response.
