Dear Dr. Cooper:
We have reviewed the procedure for assuring the independence of Individuals assigned to the Diablo Canyon Independent Design Verific-ationn Program (IDVP) proposed in the attachment to your letter of April 5, 1982.
We find that the procedure, Including the proposed "Statement Regarding Potential of Apparent Conflicts of Interest",
meets the requirement for independence called for in Commission Order CLI-80-30 of November 19, 1981 and In the letter from Chairman Palladino to Congressmen Dingell and Ottlnger dated February I, 1982, subject to the inclusion in paragraph 2.0(a) of Individuals assigned to the, program in an engineering supervisory or management function.
Also, In light of Bechtel's Intimate involvement In this effort,, your procedure should also, cover relationships with them.
We request that you include the procedure, as modified, in the program management plans for Phase I and Phase II of the IDVP.
