Dear Clr. Maneatis:
At our meeting on August 6, 1982, you described your corrective action program for Diablo Canyon Unit 1, to respond to findings from the Teledyne Independent Design Verification Program (IDVP) and your Internal Technical Program (ITP).
In order for the staff to appropriately consider this program and its results in our review effort, we request that you provide the following detailed information.
1.
Provide a description of the corrective action program that identifies all elements of the program, such as seismic analyses for specific structures, piping analyses and development or verification of appropriate Hosgri spectra.
The scope of the corrective actions in each element should be clearly identified.
Discuss how the results of the corrective actions will be documented.
2.
Identify those elements of the corrective action program that will respond to specific error or open items (EOIs) which have been identified by the IDVP and also by the ITP.
For each EOI (IDVP and ITP) a clear record is required.
This includes a description of the original concern, method of resolution and a conclusive statement of the specific resol ution.
3.
Provide a detailed schedule for the completion of specific work-packages on each element and define such packages, e.g.,
by structure.
This information is needed to establish our integrated schedule for audits of such work-packages by the IDVP and the staff..
Based on the information you provided at the August 6 meeting, it is our understanding that some of these elements are near their completion; for example, the Blume Internal Review (BIR). the analysis of the containment annulus structure and the intake structure.
It is our intent to audit these completed activities as soon as reasonably completed work-packages are available at your offices.

The schedule you discussed at the August 6 meeting was based, in part, on systems you deem to be required for fuel loading.
Provide a detailed list of those safety-related system, structures and components that in your opinion are required for fuel loading, criticality, low power testing and full power operation.
Provide the bases for judging the sufficiency of each such list for each mode of operation.
Ife request that you provide the above information as early as possible in order for the staff to review this information prior to the late August meeting with you and the IDVP organizations.
