In your September 18, 1980 Rulings on Contentions, you directed the Staff to take the lead, in determining what matters could be stipulated in the security proceeding and to report to you by October 10, 1980 our attempts in this regard.
Counsel for the NRC Staff contacted the lead counsel for the San Luis Obispo I<others for Peace, Governor Bro>vn, and the Applicant.
The pa! ties agree to the following:
1.
A stipulation as to relevant facts is premature.
After testimony is filed, however, the parties will attempt to come to an agree-ment as to ghlevant facts.

The parties are willing to stipulate as to the authenticity of documents.
The parties agree that the 87 documents made available'y the $taff in response to Governor Brown's September 8,.1980 Request for Production of Documents is authentic.
A list of these documents is attached.
3.
Mr. Willis, Counsel for SLOMFP, is unable to stipulate as to the.
autheniticity of the documents produced hy the Applicant as he needs more time to reviev! them.
A further stipulation as to thes!I documents may be possij7le in the near future.
