The attached memoranda from R.

E. Jackson to J.

F. Stolz and from R.

B. McMullen to R.

E. Jackson, both dated January 21, 1980, concerning the subject matter, are forwarded for your information.

The, information concerns an interpretation of recent seismic reflection profiling data taken in shallow water across southern extensions of the San Simeon fault zone.

As stated in the memoranda, Mr. Lesley, a student at the University of California at Santa

Cruz, has used the above profiling data to document a connection between the San Simeon fault zone and a splay of the Hosgri fault zone and as evidence of post-Wisconsin displacement on an offshore extension of the San Simeon fault zone.

The attached memoranda also states that the above information had either been previously documented by the applicant (evidence of post-Wisconsinan faulting on an offshore splay of the San Simeon fault zone) or assumed (connection between the San Simeon and Hosgri fault zones) in establishing the current staff position regarding the SSE for Diablo Canyon (Supplement No.

4 to the SER, dated May 1976).

The attached memorandum describes information presented in an abstract published in the November 13, 1979 American Geophysical Union Publication, EOS, Yol. No. 46.

The abstract summarizes the work of R.

B. Lesley, a student at the University of California at Santa Cruz.

Hr. Lesley has documented a connection between the San Simeon fault zone and a splay of the Hosgri fault zone, and evidence of post-Hisconsinan displacement (less than 20,000 years old) on an offshore extension of the San Simeon fault zone.

A copy of the abstract is attached.

In our dir't testimony (Si;epp, 1979) we concluded that the Hosgri and San SQr,;cn fault zo>>i s belong to Zl e same coastal zone of deformation; and that

~.he style of tectonlsm within the coastal zone is one of anastamosing and en echelon fauli.s, which is typical of other fault systems within the Coast Range that are subsidiary to the San Andreas.

He further concluded that the d.ta available at that time led us to conclude that the San Simeon and Nosgri were not directly linked.

He have not had the opportunity to evaluate tl e new information.

However, a possible connection at depth of the Nosgi i and San Simeon fault zones had been assumed by the USGS in its <<nalysis of the Nosgri fault, and was part of 'he basis for its recv;~.m.>>datic n for i.he maximum Nusgri earth-quake.

The NRC staff accepted the USGS recommendation r egarding the size of the SSE (magnitude 7.5).

Additionally, post-Hisconsinan faulting had previously b."en documented by the Applicant on an onshore splay of the San Simeon fault zone.

He have contacted the U.

S. Geological Survey with respect to this information and they indicated that they were aware of this information and had seen the data, although they have not reviewed it in detail.

They indicated this new data does not change their conclu-sion regarding the maximum earthquake that could occur on the Hosgri i"ault zone.

Thereioi e, we see no reason to modify the current staff position regarding the Safe Shutdown Earthquake (SSE contained in the Safety Evaluation Report (supplement 4, tray, 1976).
