Dear Mr. Morrissey:

N. L. Ernst R.

P. Denise

SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION - INSTRUMENTATION QUALIFICATION (DIABLO CANYON NUCLEAR POMER PLANT, UNITS 1 lR 2)

Docket Hos:

50-276 and 60-323 DOR:DD DGEisenhut l<e have cgmplefed our review of the Westinghouse Electric Corporation's report entitled "Qualificatfon Testing of Barton Pressure and Differential Pressure Transmitters" (Proprietary) which addresses the Barton transmitters used in your application and find that additional information is required.

The results of the qualification tests.

as delineated fn the above cited report, show that the Barton transmitters, with the exception of the Barton 763 narro>> range pressure transmitter, met specifications for the initiation of the protection system actions.

However, they dfd not meet specified accuracies for manual control during post-accident cooling.

Therefore, we require that you specify the schedule for submittal of additional gustfffcatfon to demonstrate that these transmitters will meet all of their performance requirements including functions needed during a hypothesized post-accident cooling period.

J In the interim we require that you d'escr fbe prior to licensing (1) the alternate qualified instruments and procedures for manually controlling reactor conditions during long-term post-accident cooling, and {2) the bases for acceptability of the measured error fn the Barton 763 narrow range pressure transmitter for initiating short term protection system actions.

Moreover-, ff the calculated containment envfronment temperatures exceed those values specified for sequentfal

tests, we require that you shaw that the protective enclosures around transmitters would prevent transmitter temperatures from exceeding values measured fn the tests.

Please provfde a, schedule within 14 days for the submittal of this information.

Sincerely, 088 80l K'CSB DSS ppfgina1 signect bye
