DIABLO CANYON UNIT 2 TECHNICAL SPECIFICATIONS In your application for an operating license, you included proposed

.technical specifications.

During the course of our review of your appli-

cation, we have worked with you on these Technical Specifications to reach a mutual agreement on the proper wording and substance.

Enclosed is a final draft of the amiable Canyon Unit 2 Technical Specifi-cations.

Please review the enclosed draft and submit, in a timely manner to support license

issuance, a certification under oath and affirmation that, to the best of your knowledge, the enclosed draft'accurately reflects the plant FSAR, the staff's
SER, and the as-built configuration of the plant.

In addition, we request that you describe in your response, in some detail, the process and resources used to accomplish this review.

Prior to full power licensing of Unit 2, we intend to combine the Technical Specifications for Unit I and Unit 2 as you proposed.

The process for combining the technical specifications will be addressed in a separate letter in the near future.
