Although the full-power license is before the Appeals Court, we are proceeding with our license condition as originally scheduled (Attachment 1).
The licensee will be coming in for the first of three meetings on October 4, 1984, to discuss his proposed program on geology and tectonics (Element 1 of Proposed License Condition,
" Attachment
- 1) and we would like USGS participation (Attachment 2).
To allow USGS participation in the three meetings we are adding a
task (Work Assignment 12:
USGS Preparation for and Attendance at Meetings Regarding the Seismic Reevaluation fo Diablo Canyon) to contract NRC-03-84-068.
This task can be added quickly, because the estimated cost
($ 12,000) does not exceed the total funds previously negotiated.
In order for the USGS to help us review the licensee'sproposed program we are in the process of adding two additional tasks to the contract for the USGS to help us review the onshore and offshore geology and tectonics and to conduct empirical strong motion studies specific to Diablo Canyon (Campbell).
As these two tasks will increase substantially the previously negotiated funding level, we anticipate it will take about three months to get these tasks approved.
Andy Murphy informed me that you will be in town around Oct.
4 or 5 and perhaps it would be a good time to get together to discuss the USGS contract.
I'l call you next week to clarify any questions you may have.
We hope the USGS representatives to attend the Oct. 4, meeting.

2 C.(2) Technical Specifications The Technical Specificatidns contained in Appendix A and the
'Environmental Protection Plan c6ntained in Appendix B, as revised through Amendment No. 10 ar'e hereby incorporated in this license.
The Pacific Gas
& Electric Company shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
C.(6)a Fire Protection S stem PG&E shall maintain in effect and fully implement all provisions of the approved fire protection plan and the HRC staff's Fire Protection Review discussed in Supplements 8, 9, 13, and 23 to the Diablo Canyon Safety Evaluation Report.

PG&E shall submit a detailed control room design review sumnary report by December 31, 1984.
2.
PG&E shall complete operator training on the Safety Parameter Display System and emergency operating procedures by Harch 28, 1985.
3.
PG&E shall implement emergency operating procedures based upon Westinghouse Owners Group guidelines by March 28, 1985.

Seismic Desiqn Bases Reevaluation Proqram PG&E shal.l'evelop and implement a program to reevaluate the seismic design bases used for Diablo Canyon.
The program shall include the following proposed elements:
1.
PG&E shall identify, examine, and evaluate all relevant geologic and seismic data, information, and interpretations that have become available since the 1979 ASLB hearing in order to update the
- geology, seismology and tectonics in the region of the Diablo Canyon Plant.
If needed to define.the earthquake potential of the region as it affects Diablo Canyon Plant, PG&E will also reevaluate the earlier information and acquire additional new data.
2.
PG&E shall reevaluate the magnitude of the earthquake used to determine the seismic basis of the Diablo Canyon Nuclear Plant using the information from Element 1.
3.
PG&E shall reevaluate 'the ground motion at th site based on 'the results obtained from Element 2 with full consideration of site and other relevant effects.
4.
PG&E shall assess the significance of conclusions drawn from the seismic reevaluation studies in Elements 1,
2 and 3, utilizing a probabilistic risk analysis.
PG&E shall also perform determinis:ic studies, if needed, to assure adequacy of seismic margins on selected structures, systems or components.
PG&E shall submit for HRC staff review and approval a proposed program plan and oroposed schedule for implementation by January 30, 1985.

PG&E shal.l keep the staff informed on the progress of the reevaluate"n program as necessary, but as a minimum will submi: quarterly progress reports and arrange for semi-annual meetings with the staff.
