Response

Plan Further to our letter of May ll, 1984, enclosed is a memorandum from the Federal Emergency Management Agency (FEMA) to the NRC, dated July ll, 1984.

The memorandum transmits the FEMA Region IX interim finding on the State of California Nuclear Power Plant Emergency

Response

Plan (CNPPERP).

The FEMA Region IX Regional Assistance Committee has identified areas for improvement in the plan, including a discrepancy involving the protective action guideline doses which are more conservative than those recommended by the Environmental Protection Agency and endorsed by FEMA and the NRC.

Overall, the plan has been determined by FEMA to be adequate to protect public health and safety by providing reasonable assurance that protective measures can be taken offsite in the event of a radiological emergency.

lie request that you review the interim finding report and recommend that you continue to coordinate your emergency planning efforts with those of offsite governmental authorities in order to effect the improvements in offsite plan-ning identified by FEMA.
