Request for Additional Information Regarding Piping and Supports We are 'continuing our evaluation=,of information that you provided in response to the seven technical License Conditions on piping and supports in our "Order Modifying License" of April 18, 1984.
Our evaluation is also based on observa-tions made by our task group at your offices in San Francisco and at the plant.
As a result of this evaluation we have determined that additional information is required as identified in the enclosure.
While some of the information might have been submitted previously we request that you also include the information, as appropriate, in your specific responses to the enclosed request.
We request that you submit your responses by June 25, 1984.
We intend to discuss this matter with you at a meeting currently scheduled for June 29, 1984 in Washington, D. C.

Diablo Canyon Request for Additional Information 1.
Provide a detailed technical justification for your evaluation and shimming of closely-spaced rigid-to-rigid restraints and anchors.
As part of this evaluation you should examine criteria used in the industry that are different from those used for Diablo Canyon.
Your evaluation should include a justification of the criteria used for Diablo Canyon.
In a similar manner, demonstrate the functionability of snubbers that were installed next to rigid supports.
Demonstrate that the criteria used for Diablo Canyon will not provide excessive piping loads.
2.
lilith respect to the Independent Design Verification Program {IDVP),
evaluate the IDVP's assessment of piping and support loads done by various internal and contract groups.
In particular, focus on the rationale used by the IDVP for not taking a larger sample of piping problems although the IDVP identified deficiencies in a large portion of the sample.
3.
Provide those measures that are currently in place or are to be instituted on current and future work activities performed by any and all onsite engineering groups in the following areas:
a.
personnel indoctrination and training to assure effective implementa-tion of all gA and technical program requirements; b.
upgrading of site procedures and avoidance of use of unauthorized documents to perform work functions; c.
upgrade of the procedural control of preliminary design data and design interfaces between onsite groups and offsite groups; d.
improvement in the timeless of project responses to site personnel safety concerns and gA audit findings; e.
plans for the conduct of gA program audits that will ensure that all aspects of design control requirements are implemented in accordance with program provisions and ensure that the audit results are thoroughly evaluated prior to accepting any corrective actions; f.
modification of tolerance clarification program implementation to assure that adequate design reviews are made prior to major hardware modifications.

- 10. 1983.
The Class II fee
($1,200) remitted with your Hay 10, 1982 application is preliminarily considered appropriate for the remaining pending portions of your thy 2 application which has been partly superseded by filings dated May 27, 1983 and January ll. 1984.

A Class III fee is appropriate for Item 3 since the review will in-volve consideration of a single safety issue.
Therefore.
you are requested to remit the additional sum of $2,800 for this application.
In summary, you are requested to remit a total of $9.600 to complete the fees due for the above applications.
