FSAR, we determined that the start-up program does not include a test for loss of offsite power with simultaneous loss of turbine generator.

Such a test is prescribed by Regulatory Guide 1.68, "Initial Test Program for Water-Cooled Nuclear Power Plants,"

Appendix A.5.jj.

The test is normally part of the initial test program to confirm equipment operability, to verify procedures, and to demonstrate operator training.

We request that you include the test in your program or provide appropriate justification for not conducting the test.
