FEMA Report on Offsite Emergency Preparedness at Diablo Canyon Enclosed is a report from the Federal Emergency Management Agency (FEMA) to the
,NRC dated April 2, 1984, on the current status of offsite emergency preparedness at Diablo Canyon.
FEMA reports that corrective actions regarding local emergency preparedness have been satisfactorily completed and, therefore, concludes that there is now reasonable assurance that an adequate level of emergency preparedness exists in San Luis Obispo County.
t The FEMA Region IX Regional Assistance Committee is currently reviewing the State of California Nuclear Power Plant Emergency
Response
Plan.
FEMA states that while the revised State of California plan is considered to be adequate for the State to utilize in the event it should be needed, FEMA has not completed its review of the entire document.
FEMA indicates that the review is scheduled for completion by the middle of May 1984 and that shortly thereafter, they will provide additional comments.
FEMA's comments on the State emergency plan will be forwarded to you by the NRC when received.
FEMA's report also addresses the conditions contained in the Atomic Safety and Licensing Board Initial Decision dated August 31, 1982, that authorized the issuance of a full-power license subject to the resolution of the listed conditions, all of which are related to offsite emergency preparedness.
Of the four conditions considered by the Licensing Board to be requirements which must be met prior to the issuance, of a full-power license, FEMA reports that the only remaining action involves the completion of the review of the State plan discussed above.

FEMA's report includes the FERA Region IX report of the October20, 1982 exercise conducted at Diablo Canyon and a cover memorandum indicating that the report for the October 19, 1983 joint exercise was to be furnished to the State of California.
FEMA notes that a meeting was held with State and local government representatives to discuss corrective actions and the State was further requested to respond in writing.
FEHA's analysis of the State' response will be forwarded to you by the NRC when received.
We request that you review the enclosed FEHA report and continue to coordinate your emergency planning efforts with State and local governmental authorities to ensure that all pertinent corrective actions regarding offsite emergency preparedness issues for Diablo Canyon are resolved in a timely manner.
