Determination of Effect of Operation and Maintenance Activities on SLO-2 Archaeological Site (Diablo Canyon Nuclear Power Plant, Units 1 and 2)

Our letter of March 28, 1983, requested information, in accordance with our responsibility under 36 CFR 800, to complete a determination of the effect which the operation and maintenance activities of the Diablo Canyon Nuclear Power Plant may have on the Diablo Canyon SLO-2 archeological site.

Your response of September 29, 1983 refers to 36 CFR 60.4 and 36 CFR 800.3(a) and to your Archeological Resources Management Plan (ARMP) and its appendices, dated April 1980.

The ARMP is referenced in Appendix B of the Environmental Protection Plan.

You stated that the ARMP and its appendices in conjunction with the Diablo Canyon Unit 1 Operating License DPR-76 provides sufficient protective measures to assure the integrity of the SLO-2 site during operation and maintenance of the plant.

lJe have reviewed your response and find that it is inadequate in several respects for us to go forward, with the process of determination of effects.

lie therefore request additional information which explicitly addresses the specific steps in 36 CFR 800.4(b), (c), or (d).

You will note that the steps require a referral to 36 CFR 800.3 for the application of the criteria of effect and adverse effect and also to 36 CFR 800.13 for adequate documentation.

Me also request that you provide a report documenting the analysis you performed in making the finding for determination of effect.

This analysis should be reviewed and concurred in by the California State Historic Preservation Officer (SHPO) before being submitted to us.

The SHPO's written comments should be included in your submittal.

Regarding a separate but related

issue, you informed us by letters dated December 23 and 28, 1983 that you intended to make nondestructive use of the SLO-2 site by constructing a temporary parking lot on part of the site.

Your staff has since advised us that you have not and do not intend to proceed with this construction.

We request that you inform us by letter of your plans.
