The Pacific Gas 8 Electric Company by letter, dated December 29, 1981, requested the following changes to the Diablo Canyon Power Plant Unit 1, License tto.

Item 1 - 2.C.(8).)> - Post Accident Sampling:
Extend implementation from January 1, 1982 to triarch 15, 1982
'tem 2 - 2.C. (8).k - Additional Accident Monitoring Instrumentation:
Extend implementation from January 1, 1982 to April 1, 1982 Item 3 - 2.C.(8).1.2 - Instruments for Inadequate Core Cooling:
Extend implementation from January 1, 1982 to March 15, 1982 Item 4 - 2.C.(8).o - Calculations for Small-Break LOCA's:
Extend implementation from January 1, 1982 to July 1, 1982 Item 5 - 2.E - Physical Security Issues:
Extend implementation date from January'1, 1982 to April 1, 1982 Me will consider your proposed implementation dates on the basis of your request and the showing of qood faith and cause in your making significant efforts, to meet the January 1,, 1982 dates.
In view of the Commission Order nf November 19, 1981, however, which suspen'dg'd the Diablo Canyon, Unit 1 low power license until additional information ',,
is provided, we conclude that there is no safety concern in regard to the Diablo Canyon Unit 1>> in not meeting the impl mentation date of January 1
1982 for the above cited items.
However, the above conditions shall be evaluated prior to fuel loading.

0 Ilr. hIalcolm H. Furbush December 31, 1981 After review of your request, we have determined that your license should be amended effective December 31, 1981, to eliminate the above noted implenentation dates and a new condition added to each item, except Item 5, which states that:
"an implementation date for this item wi11 be established by the NRC prior, to fuel loading in Unit l."
The following new license condition for Item 5 will be added:
"The Diablo Canyon Power Plant Guard Training and gualification Plan shall be fully implemented and all guards fully trained and qualified by April 1, 1982, or prior to fuel loading, which00 ever occurs earlier" and the January 1, 1982 eliminated.
