50-2750L 50-3230L PROTECTIVE ORDER ON SECURITY PLAN INFORMATION The Appeal Board hereby orders that admitted counsel and witnesses for Intervenor San Luis Obispo Mothers for Peace (Intervenor) who have executed an Affidavit of Non-Disclosure, in the form attached, shall be permitted access to the Applicant's security plan ("protected information" ) upon the following conditions:

GASKIN My name is Charles E. Gaskin.
I am a Plant Protection Analyst in the Physical Security Licensing Branch, Divis'ion of Safeguards.
I have had 20 years experience in the security and law enforcement fields with the U. S.
Navy, the Central Intelligence Agency, the Department of Justice and the Nuclear Regulatory Commission.
In the capacity of a Plant Protec-tion Analyst I am responsible for performing reviews and assessments of adequacy of site physical security plans developed to protect against radiological sabotage and against theft of special nuclear materials.
I am currently responsible for the 10 CFR 73.55 review of the Diablo Canyon Physical Security Plan.
Prior to transferr'ing to the Nuclear Regulatory Commission I provided technical operational support in law enforcement for,the Drug Enforcement Administration (DEA).
While in the position of project manager with that organization I gained experience in the positive operational side of security and participated in.the establishment of security regulations for the DEA.
I also developed equipment and techniques for surveillance purposes.
While at the CIA I was a technical security officer with overseas experience in both physical as well as technical security.
I developed and implemented security systems and programs.
While in the U. S.
Navy I was with the Naval Security Group and was involved in communications security.
My educational qualifications consist of a B. S. in Electronics Engineering
'rom the South Dakota School of Mines and Technology with additional technical and management training related to my professional career.
I am a member of the IEEE and participate in the writing of engineering standards for the industry.
I am also associated with a law enforcement organization which endeavors to bring an increased professionalism

Hiller, I am the Acting Assistant Director for Site and Safeguards, Office of Nuclear Reactor Regulation (NRR) and the Deputy Director of the NRR Emergency Preparedness Task Force.
I received a Bachelor of Science Degree in Physics in 1966 from Eastern Hichigan University.
While studying for my BS and after graduation, I worked for the University of Hichigan's Ford Nuclear Reactor (FNR).
While at the FNR I advanced to the position of Assistant Reactor Supervisor.

I joined the Atomic Energy Commission as a nuclear engineer in 1967.
From 1967 through 1971 I worked on the development of nuclear power plant Standards and Guides in areas associated with nuclear power plant operational

- planning, and nuclear power plant siting.
During this time I participated in some of the early research which lead to the initial upgrading of nuclear power plant physical security.
In early 1972 I joined the Environmental Protection Agency as a nuclear power plant engineer.
I assisted in the development and initial implementation of EPA s program for assessing nuclear power plant environmental impact.
In late 1972 I returned to the Atomic Energy Commission as Assistant to the Director of Licensing where I was involved with the initial efforts to scope and develop the upgrading program for physical security at nuclear power plants, including additional studies and reports on the need to upgrade nuclear power plant physical security.
In 1974 I joined the staff of the Office of Nuclear Haterial Safety and Safeguards as Chief, Fuel Cycle Licensing Branch 2 with the responsibility for the overall review of commercial fuel cycle facilities.
I became Assistant to the. Director of the Office of Nuclear Reactor Regulation in 1976 and in June 1976 was given the responsibility of rapidly assessing the effectiveness of nuclear power reactor physical security.
In early 1977 I was assigned the position of Assistant Director for Reactor Safeguards, responsible for developing, evaluating and coordinating NRR's reactor physical security program.
In October 1979 I was assigned my present position which, among other responsibilities, includes the responsiblity for insuring that a smooth interface exists between nuclear power plant safety and physical security.

I am the Chief of the Reactor Safeguards Development Branch in the Office of the Assistant Director for Reactor Safeguards, Office of Nuclear Reactor Regulation.
'My responsibilities encompass the development and review of NRR's reactor safeguards procedures including physical security and licensee safeguards contingency planning.
I hold a Bachelor of Science degree in Biological Sciences from Dickinson College and have completed graduate level courses of both a professional and technical nature while in the military service.
I joined the NRC in March 1975 as a Senior Materials and Plant Production Analyst in the Physical Security Branch under the Assistant Director for Licensing in the Division of Safeguards, Office of Nuclear Materials Safety and Safeguards.
I was detailed to the Office of the Assistant Director for Reactor Safeguards in May of 1977 to assist in the implementation of 10 CFR 73.55 (Requirements for Physical Protection for Licensed Nuclear Facilities against Industrial Sabotage).
I have a total of 30 years of professional experience in the physical security and safeguards field.
I have extensive experience and training in weapons,
- tactics, guard forces installation defenses, detection systems; and access controls and other areas relating to physical security.
In addition, my experience includes law enforcement activities, criminal investigations and internal security matters, i.e., counterespionage operations sabotage incident investigations and training in countersubversion and terrorism techniques.
Prior to joining the NRC, I spent 25 years in the U.S. Air Force, retiring in March of 1975 as a Lt. Colonel.
I also had previous military experience in the U.S.
Army from 1944 to 1946 as an airborne combat infantryman.
While in the Army, I was extensively trained in both offensive and defensive infantry tactics.
While in the Air Force I commanded military police units, was a special agent assigned to criminal and counterintelligence units and during 1969-1970 was on the staff of the U.S.
Ambassador to Italy as an advisor on security matters of interest to NATO Hg.
In addition, I was responsible for investigating and reporting all security matter s occurring on all U.S. Air Force Bases'n Italy, Sicily and Sardina and advising military Commanders on physical and personnel security matters.
In 1973 I became the Director of the Department of Defenses Personnel Investigations Control Center and was responsible for implementing DOD personnel security policy as it
.pertained to the conduct of personnel security investigations being performed for both the military and civilian industrial security clearance programs.

- I am the Alternate Group Leader of Group WX-8, Los Alamos National Scientific Laboratory.
Ny responsibilities include the super-vision of approximately 50 engineers and scientists.
In addi iion, I am the man-'ger of a project that is now providing technical assistance to the Office of Nuclear Reactor Regulations (NRR),
US Nuclear Regulatory Commission (NRC).
This project provided technical assistance to NRR/NRC in the review of the physical security plans for operating nuclear power plants from October 1976 until October 1979.
I received a Ph.D. in Physical Chemistry from Indiana University in 1954.
While at Indiana University I studied forensic science and took courses in the scien-tific examination of physical evidence.
I worked at the Oak Ridge National Laboratory from 1944 to 1946.
While there I worked on plutonium chemistry, microchemical techniques, plutonium alpha range measurements and other matters of concern to the use of plutonium in nuclear devices.
From 1953 to 1966 I was the staff chemist for the Johns Hopkins Ap-plied Physics Laboratory.
For one year, 1957-1958, I was a senior fellow at the Yellon Institute.
I managed a research project that develop=d an ultra-fast gas chromatograph for use in automatic control instrumentation.
In 1963 I was the Reactor Program Manager of the US Atomic Energy Coronission Atoms in Action Show in Uruguay.
As Reactor Program Manager, I worked with Uruguayan scientists in performing experiments using a 10 kw Oak Ridge Training Reactor.
In 1956 I joined the Los Alamos National Scientific Laboratory.
At LASL I have worked on the chemistry and physics of high temperature reactor fuel elements, remote disassembly and examination of nuclear reactor fuel elements and I have directed the disassembly of nuclear'eactor rocket engines.
I have participated and directed efforts in the conceptual design of a plutonium contaminated solid waste treatment facility, the scrubbing of fission products from the effluent from a nuclear reactor rocket engine, and several classified systems involved with fiss ile material.
From 1974 to 1976 I managed a project of 12 persons in providing technical as-sistance to the NRC in the review of the Safety Analysis Reports from mixed oxide fuel facilities.
From 1976 to 1979 I managed a project of 20 persons which provided technical assistance to the NRC in the review of the physical security plans for operating nuclear power plants.

I have visited 20 nuclear reactors throughout the U.S. and provided supervision on the vital area analysis on 25 reactors for the purpose of implementation of 10 CFR 73.55.
I am a registered professional engineer in the State of New Mexico (f5854) with my engineer in-training certificate obtained from the State of California in 1964. I obtained a Bachelor of Science Degree in Electrical Engineering from Fresno State College in 1964 and a Master of Science in Nuclear Engineering from the University of New Mexico in 1970.
I have worked with and for the University of California at the Los Alamos Scientific Laboratory since 1966, primarily in the fields of fusion and fission.
From 1966-1970 I was responsible for the design, installation and checkout of the electrical charging networks for Project Scyllac a 10 W theta~inch fusion experiment.
In 1970-1971 I worked on the shielding design of the Weapons Neutron Research Facility at LASL, using computer neutron codes to obtain the neutron source spectrum for 800 Mev proton bombardment of U238 targets.
In 1971-1972 I worked at the Idaho Falls nuclear submarine prototype facility for the General Electric Company.
While working for GE, I was a Prototype Engineer.
This included attending Westinghouse Nuclear Plant Operations School and operations training on the prototype.

I am presently the Project Officer for the review of reactor Contingency Plans and Training and gualification Plans.
I have reviewed 19 reactor contingency plans and 3 fuel facility plans.
I was also a participant in the fuel cycle safeguards assessment programs which evaluated the physical security system and guard force.
I received my Bachelor of Arts Degree from the University of Maryland in 1971.
from 1971 to 1974, I was employed at Fairchild Industries as an administrator for an engineering department for one year and then was given the responsi-bility as the Occupational Safety and Health Officer for the facility.
From 1974 to 1975, I was employed by Bechtel Power Corporation and assisted in the design of the security systems for several reactor sites.
