ACCEPTANCE REVIEW OF REQUESTED LICENSING ACTION RE:

CONTROL ROOM EMERGENCY VENTILATION SYSTEM (CAC NOS. MF8406 AND MF8407)

Dear Mr. Hanson:

By letter dated September 22, 2016, Exelon Generation Company, LLC (Exelon) submitted a license amendment request (LAR) for Calvert Cliffs Nuclear Power Plant, Units 1 and 2 (CCNPP 1 and 2). The proposed amendment would revise the CCNPP 1 and 2 Technical Specification (TS) Section 3.8.3, "Control Room Recirculation Signal (CRRS)," and TS 3.7.8, "Control Room Emergency Ventilation System (CREV)," to eliminate certain CREV system components that no longer serve the purpose of establishing and isolating the control room boundary. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the TSs) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 10 CFR 50.34 addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that Exelon supplement the application to address the information requested in the enclosure by November 18, 2016. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.

The Nuclear Regulatory Commission (NRC) staff has reviewed Exelon's application and concluded that the information delineated below is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment.

Title 10 of the Code of Federal Regulations (10 CFR) Section 50.36{b) states in part that. .. "The technical specifications will be derived from the analyses and evaluation included in the safety analysis report, and amendments thereto, submitted pursuant to § 50.34." The NRC staff has determined the application lacks depth of technical information in the discussion regarding the modification of the Control Room Emergency Ventilation System (GREV) including the design change control process used, analyses, evaluations and criteria used to assess acceptability of the modification.

The licensee is requested to supplement their application by providing a detailed explanation of the design change which should include the process used to control the design change, the evaluation criteria used to assess the acceptability of the design change as well as any analyses and evaluations used to justify the design change. The staff notes that the modification discussed in the LAR was performed in 1999; the licensee is requested to provide a detailed explanation of its rationale for leaving the technical specifications unaltered and the reasons for the subsequent determination years later to submit a license amendment request proposing the TS changes.
