NPF-14 PLA-7539 Docket No. 50-387 In accordance with NUREG-1022, Rev. 3, Section 5.1.2, Susquehanna Nuclear is issuing this letter to formally withdraw Licensee Event Report (LER) 2016-016-00, submitted to the NRC on June 28th, 2016. This LER reported an event involving the in operability of the Unit 1 Reactor Core Isolation Cooling System (RCIC) during a mode change.

This event was previously determined to be reportable in accordance with 10 CPR 50.73(a)(2)(i)(B) as a condition prohibited by Technical Specifications (TS). Specifically, during a past operability review following the event it was determined the RCIC system was inoperable as a result of oil contamination.

During the period of inoperability, mode changes were made. A reassessment of the operability determination concluded that the operability of the RCIC system was not affected by the degree of oil contamination present during the relevant period. As a result, there was no violation of TS 3.0.4 since the RCIC system was never inoperable.

There were no actual consequences to the health and safety of the public as a result of this event.
