SUBJECT:

TASK INTERFACE AGREEMENT (TIA 92-03) CONCERNING CRACK IN OCONEE DHR DROP LINE The purpose of this memorandum is to identify the task interface for the subject operating event.

During the Oconee Unit 3 forced outage which was completed on January 6, 1992, a routine inspection identified a crack in the Decay Heat Removal (DHR) drop line. The licensee took prompt and conservative actions to correct this problem, with close monitoring by the NRC. The Reactor Systems Branch of NRR reviewed the alternate shutdown cooling line-up prior to commencing the repair effort. Region II inspectors inspected the piping with the crack, the repair welds and post-maintenance testing. Staff from NRR's Materials Branch were kept informed of the repair plans. The repairs were completed without incident and the unit returned to power.

A concern remains relating to the generic aspect of this failure, both for the other Oconee units and other facilities with similar configurations.

Therefore, the Materials and Engineering Branch of NRR will review the failure analysis performed by B&W to determine if additional action is appropriate at Oconee or other facilities. We have requested a copy of the failure analysis from Duke Power Company. We will inform you of the results of our review.
