Dear Mr. Walter,

By letter dated September 21, 2015, as supplemented by letters dated as supplemented by letters dated November 13, 2015, December 15, 2015 (2 letters), December 18, 2015, February 16, 2016, March 8, 2016, March 9, 2016, March 24, 2016, March 28, 2016, April 4, 2016, April 5, 2016, April 15, 2016, April 22, 2016, April 27, 2016, May5, 2016, May 11, 2016, May 20, 2016 (2 letters), May 27, 2016, June 9, 2016, June 17, 2016, June 24, 2016, July 13, 2016 (2 letters), July 27, 2016, July 29, 2016 (2 letters), August 3, 2016 (3 letters), September 12, 2016, and September 23, 2016, Tennessee Valley Authority submitted a request for a license amendment for Browns Ferry Nuclear Plant, Units 1, 2,and 3. The proposed changes would increase the maximum steady-state reactor core power level from 3,458 megawatts thermal (MWt) to 3,952 MWt. This represents an increase of approximately 20 percent above the original licensed thermal power level of 3,293 MWt, and an increase of approximately 14.3 percent above the current licensed thermal power level of 3,458 MWt. The proposed increase in power level is considered an extended power uprate (EPU).

Please note that TVA addressed the environmental impacts for Browns Ferry EPU LAR in Attachment 42 (ML16197A563) of the LAR dated September 21, 2015; supplements dated November 13, 2015 (ML15317A361), December 15, 2016 (ML15351A113), and December 18, 2015 (ML15355A413); and Attachment 42 of the supplement dated May 27, 2016 (ML16197A563).

The U.S. Nuclear Regulatory Commission (NRC) regulations requires that the NRC staff issues draft and final Environmental Assessments (EAs) for review of an EPU LAR. The draft EA is published in the Federal Register and provides a 30-day period for public comments. In accordance with Title 10 of the Code of Federal Regulations, Section 51.30(a)(2), EA shall include a list of agencies and persons consulted, and identification of sources used.

Please let us know if you have any comments on behalf of the State of Alabama regarding the environmental impact of the proposed EPU. I would appreciate a response by 10/13/2016.
