REQUEST FOR RELIEF FROM SECTION XI ASME CODE REQUIREMENTS FOR OCONEE UNITS 1, 2, AND 3 (TACS 73376, 73377, 73378, 73739, 73740, 73741, 74096, 74097, 74098, 74211)

In letters dated May 22, 1989, May 30, 1989, June 22, 1989, July 13, 1989 and July 21, 1989, you requested relief from certain Section XI ASME Code requirements for the Oconee Nuclear Station, Units 1, 2, and 3. These include requests for relief from hydrostatic testing for welds required for the installation of block valve CCW-293 in the Auxiliary Service Water System; volumetric examination of main steam turbine stop valve upper head to valve body studs; hydrostatic testing for welds required for the installation of valves 2AS-39 in the Auxiliary Steam System and 2MS-76 in the Main Steam System; and hydrostatic testing for weld repairs in the Emergency Feedwater system.

The staff has reviewed each of your requests and the evaluations which were made in support of the requests. Enclosed is our safety evaluation report. Based upon the report, we conclude that the ASME Code requirements for hydrostatic testing or volumetric examination are impractical to perform at Oconee Nuclear Station, Units 1, 2, and 3 and that the alternate examinations specified in your submittals provide an acceptable level of structural integrity for the welds and valve studs.

The alternate methods of examination are acceptable as discussed in the safety evaluation report and are imposed in lieu of the applicable Code requirements.

Accordingly, relief from the hydrostatic testing and volumetric examination requirements for the above welds and valve studs is granted as requested, pursuant to 10 CFR 50.55a(g)(6)(i). This relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
