CONFIRMATORY ITEMS ON DESIGN FOR AUTOMATIC SHUNT TRIP FOR REACTOR TRIP BREAKERS (ITEM 4.3. OF GENERIC LETTER 83-28)

Re:

Oconee Nuclear Station, Units 1, 2 and 3 On July 8, 1983, we issued Generic Letter 83-28, "Required Actions Based on Generic Implications of Salem ATWS Events", which included Item 4.3 on reactor trip systems reliability-automatic actuation of the shunt trip attachment. We issued our Safety Evaluation (SE) on Item 4.3 on February 11, 1985 but requested that you respond to two issues. We requested that you confirm that the shunt trip attachments have been seismically qualified and submit changes to the Technical Specifications to explicitly note that the testing independently confirms the operability of the shunt and undervoltage trip attachments consistent with your test procedure.

We have reviewed your March 20, 1985 response to the confirmatory items identified in the staff's SE. We conclude that the response to the confirmatory items that the shunt trip attachments have been seismically qualified is acceptable.

Regarding the changes to the Technical Specifications, you indicate that you are presently developing an amendment and will submit the proposed changes before completion of the shunt trip modifications on Oconee Unit 3 that are scheduled to be made during the upcoming refueling outage scheduled for August 1985.

We request that you follow the May 23, 1985 Generic Letter 85-10, "Technical Specifications for Generic Letter 83-28, Item 4.3 and 4.4" when developing the changes to the Technical Specifications.
