REQUEST FOR INFORMATION One element of the Special Inquiry is a review of the licensing, operational, and regulatory history of the TMI plant, as well as other Babcock and Wilcox plants of similar design.
As you know, the Oconee.
plants (Docket Nos. 50-269, 50-270, and 50-287) were the first plants of the B&W-177 design which were reviewed by the staff and licensed for construction (November 6, 1967) and to operate (February 6, 1973, October 6, 1973, and July 19, 1974).
In view of these facts, the Special Inquiry requests the following information:
- 1. Please identify the significant technical issues, focused on by the staff, ACRS, and any public participants during its review and approval of these plants at both the con struction permit and operatinq license stages.
How were each of these issues resolved?
- 2. Please indicate the extent to which, if at all, each of the issues (recommendations) included in NUREG-0560, "Staff Report on the Generic Assessment of Feedwater Transients in Pressurized Water Reactors Designed by the Babcock and Wilcox Company" and also in NUREG-0578, "TMI-2 Lessons Learned Task Force Status Report and Short-Term Recommendations,"
were addressed in the staff's review of these plants.

A summary of the significant aspects of the operational history of these plants including significant incidents, events, occurrences, or transients. Describe the staff's handling of these events vis-a-vis the regulatory process, and how the lessons learned from the events were constructively used to prevent future adverse consequences.
